U.S. Representative John Larson (D-Conn.) has filed articles of impeachment against President Donald Trump, accusing him of war crimes and multiple violations of constitutional authority related to military actions against Iran.
The resolution, introduced and referred to the House Judiciary Committee, charges that Trump has engaged in a “serial usurpation of the congressional war power” and committed acts including murder, war crimes, and piracy. It asserts that these actions are “subversive of constitutional government” and contrary to the president’s oath of office, posing harm to the American people.
“Donald Trump has blown past every requirement to be removed from office,” Larson said Tuesday. “His illegal war in Iran is not only driving up prices for American families — it has cost American lives.”
The measure comes amid heightened tensions with Iran, including recent statements by Trump warning of severe consequences if Tehran does not accept a proposed deal. Larson cited these remarks as evidence that the administration’s actions risk American lives and exceed presidential authority under the Constitution.
Larson emphasized Article I of the Constitution, which grants Congress the power to declare war, stating that no leader should operate above its constraints. He joined U.S. Sen. Chris Murphy (D-Conn.) in calling for the invocation of the 25th Amendment as an alternative path to address concerns about the president’s fitness for office.
White House spokesman Davis Ingle dismissed the resolution as “pathetic,” noting that Democrats have discussed impeaching Trump since before his current term began.
The effort is widely viewed as symbolic and faces steep odds in the Republican-controlled House. It has not advanced beyond committee referral, according to the Congressional Record. Trump was impeached twice during his first term but acquitted by the Senate in both cases; any new proceedings would require a House majority to impeach and a two-thirds Senate vote to convict and remove him from office.
Political analyst Scott McLean, a professor at Quinnipiac University, observed that such impeachment efforts frequently reflect pressure from party bases. Similar resolutions were introduced earlier in 2025 by Reps. Al Green and Shri Thanedar.
Larson, who has represented Connecticut’s 1st District since 1999, is facing a Democratic primary challenge from former Hartford Mayor Luke Bronin. Bronin endorsed the impeachment effort, describing Trump as “unstable” and “a danger to our country.” Hartford Board of Education member Ruth Fortune also voiced support, calling the move “overdue.”
The resolution remains in committee with no clear path forward.
